PTAN is a grant-funded statewide technical assistance and support network that promotes quality, developmentally appropriate and culturally competent early childhood education and special education programs. It is a project of the Southeastern Regional Education Service Center (SERESC) in Bedford, NH.

 

PTAN activities are directly responsive to the mission and vision of its funders, the Bureau of Special Education/NH Department of Education, the Child Development Bureau/NH Department of Health and Human Services and over forty school district’s statewide and are uniformly grounded in five guiding principles:

  • Children with special needs are children first.
  • Parents know their children best. Quality programs prioritize partnerships with parents.
  • Quality programs offer children developmentally appropriate activities and experiences in safe and caring environments.
  • Quality programs are respectful of and responsive to the unique qualities of children and their families.
  • Collaboration results in better and more cost effective programs for children and families.

 


 

NH Preschool Special Education

The goal of preschool special education is “to enable young children to be active and successful participants during the early childhood years and in the future in a variety of settings — in their homes with their families, in child care, in preschool or school programs and in the community.” ECO Outcomes 4-13-05.pdf

 

PTAN Regional Facilitators work with Preschool Special Education Coordinators and Special Education Administrators to support their efforts to offer preschool special education programs and services that are compliant with state and federal regulations, collaborative with other early childhood programs and community services and in partnership with families. PTAN supports the NH DOE Bureau of Special Education’s efforts to develop policy, procedure and practices that meets it’s priority areas: early transitions, preschool outcomes, least restrictive environment and parental involvement.

NH Inclusive Child Care

Early childhood inclusion embodies the values, policies, and practices that support the right of every infant and young child and his or her family, regardless of ability, to participate in a broad range of activities and contexts as full members of families, communities, and society. The desired results of inclusive experiences for children with and without disabilities and their families include a sense of belonging and membership, positive social relationships and friendships, and development and learning to reach their full potential. The defining features of inclusion that can be used to identify high quality early childhood programs and services are access, participation, and supports. The PTAN Child Care Inclusion Program provides FREE (grant-funded) services to NH child care programs to support their successful inclusion and retention of children with challenging behaviors and other special needs. Consultation and technical assistance are provided to NH child care teachers and directors to support children’s success in their program; to support  the development of successful partnerships with parents; and to promote collaboration with preschool special education programs to benefit their work with children with special needs.
